Owl Tomes kind of work

Since a Tharja didn't pop up in a while, I sort of had to settle with Katarina's initial tome since I got her. And I must say...it kind of works. Granted, apparently Spur-like bonuses don't seem very flexible, you'd be surprised at how well she's been performing for me. They're nowhere as broken as Blade Tomes, but they can still stack really well with extra Spurs (and now Seals, even). The extra boost to her all-around stats also allowed her to thank a few Blues here and there, and even potentially 1RKO in return.

I've seen a lot of people mention one of the more important selling points is how it boosts character's durability, and then mention names like Boey and sometimes even Odin. I actually even considered giving Coffin Henry one of those.

Owl tomes are somewhat situational but if the conditions are right It's incredibly powerful. And now with them being refinable, choosing a blade tome may not always be the most obvious answer. Like you said, Olw tomes are mostly good for the defensive boost. Using it on someone with life and death wouldn't be the best idea because Owl tomes are better for luring. I put an Owl tome on my H!Henry about a week ago (Replacing his previous Blade) and I can say. I am very pleased. Especially since he's on armor emblem, it makes him become a monster. If I have him surrounded by all 3 other armor (They should always be around him anyway because he has armor March) his stats reach 56 Attack, 52 Speed, 45 Defense, and 58 Res (2 Wards, a Goad, Ally Support, Res owl Refinement, Fury, +Speed -Attack IVs). Basically, although it is a bit situational, I feel like Owl tomes can be very powerful when used correctly.

Owl tomes do work, it's just that they require too much work on positioning to do their thing.
Why bother when you can just start the turn next to the buff bot and nuke everything in your way.

That's kind of ignoring what they're capable of in defensive terms, and then it basically delves into a great offense vs. defense. Arena somewhat simplifies it like that, but other modes a lot of times force you to have a decent mix of tanks and greatly offensive units because chokepoints and annoying enemy positioning is a thing. :d
