I would keep and turn him into a budget healer/support for facing Dragon Emblem teams. Inherit Reciprocal Aid, which synergizes with his built-in Renewal 2 in his Falchion nicely. Then give him Moonbow/Luna, Fury, and Renewal 3 for extra heal. For C slot, it really depends on your team's needs. This lets Marth keep his teammates healthy while sacrificing minimal combat potential.

While those IV's are not very good for making Marth an offensive/defensive powerhouse his strength doesn't really lie there. Depending on what other units you have and are willing to invest in Marth can become one hell of a sword check. I run fury/sword breaker/ c-slot buff. Swordbreaker lets marth avoid being doubled by speedier reds like ayra/mia and his falchion will recover fury damage and keep him healthy enough above the swordbreaker threshold. Since you have a +res marth you can play to his ability to kill dragons as it will make him even more resistant to manaketes. Feel free to invest in him because he is also a 4* so if you want to +10 it is possible.

Marth is actually an unreal buffbot right now, on the levels of Brave Lucina and Ephraim, arguably more. All you have to do is refine his Falchion with the buffer effect, and run a set somewhat like this:

Falchion (+Eff)
Reciprocal Aid / Ardent Sacrifice
Fury 3
Renewal 3
Drive Spd (Or Drive Def/Res)
Drive Def (Or some other buffer seal)

It's amazing, from what I've seen. Your choice though if you want to invest in Marth or not though. If you're looking for an offensive Falchion user, then he's not the best option. But if you just want some hardcore buffing, then he's your man.
