Ophelia seems...?
Why is Ophelia in a lower tier than H!Jakob? I know Jakob is a bit tankier, but he isn't really tanky enough with his brave bow build (the recommended build mind you) to survive any decent player phase build, and he's inherently less mobile. I've been playing around with Ophelia's aoe player phase nuke, and it kills EVERYTHING, regardless of color disadvantage. Even simming it against the hard list under gamepedia's tier list rules (basically giving the enemy an advantage across the board), it wins 244/248 matchups in one turn. So, her nuking seems more reliable than Jakob's, and she's more mobile, and her nuke is AOE to boot, so I just don't get it. I'm not denying that Jakob is powerful, I have one and he stomps player phase. But he also struggles to run around and bully the AI like it seems Ophelia can... Am I missing something?

You have to run another mage alongside Ophelia plus Quickened Pulse to have her AoE ready at turn 1 or run 2 mages without Quickened Pulse, or Infantry Pulse. That already limits your team comp.
Meanwhile you can throw Veronica on any team and she won't struggle to adapt. She can debuff opponents, heal, and can help bonus units get kills.

Well, kid azura fits the bill pretty nicely, and effectively gives you 2 massive nukes every turn. But I guess I can understand that. She's insanely effective in the right comps, but does require a couple (albeit somewhat modest) limitations on team comp that I guess I could see keeping her from top tier.

This isn't really a fair argument since you're only considering Jakob's brave bow build. With his statline and status as an armor unit, he's capable of much more than that. Don't forget the fact that he's colorless, which is a huge advantage in his tank builds. He can run close counter and wary fighter for general tanking, Guard Bow with distant defense for ranged tanking, and other player phase builds with Fishie Bow.
It's true that Ophelia is really good at nuking but there's not much else she could do, at least not on the level Jakob could.

You are not comparing two characters, you are comparing two characters with specific builds, which aren't even the same. How can you expect your point to be valid? Give Jakob an AOE special, Armored Boots or an ally that Armor Marches him (to support him the same way you probably use magic allies along with Ophelia for her tome's passive) and see how he nukes things, like Ophelia does. More reliably, even, since he's colorless.

Ophelia is crazy good, easily my favorite character to play with now. I nuke literally everything with her, Surtr is a joke vs her AOE. I gave Lilina Spiral too, and with Heavy Blade she runs the same after 1 attack. I get it's an arena tier list, and armors will always rule there, but I have 0 interest in running armors. To me they have a boring play style.
It's not too hard to get infantry pulse on your team, and then you just run Quickened Pulse. Nobody runs Vantage anymore because it takes up the OP Armor B-skills, only time you'll see it is on a non-tank Dragon.
I'll never score great in Arena, but I gave up on scoring high there anyway. I just try to stay in the 19-20 brackets. Aether raids she's perfect when you find an armor team all bunched together, just nuke em all no matter what color they are.
Tier lists are dumb, especially since BST is factored in. But to be fair, this site does have her as the highest ranked blue infantry alongside Nowi in their Hero Rankings

The tier list is based on Arena usefulness, which heavily favors Armors. The only reason Brave Veronica, the only non-Armor in tier 1, is in the places she is in is due to the sheer amount of utility she can provide to literally any team, with little to no investment needed.
In addition, when you compare H!Jakob and B!Veronica to Ophelia, they also have more consistent output than Ophelia. Jakob has Fighters skills and/or Brave Bow and Veronica is Veronica. Ophelia does have a lot of damage to her, but that's the only consistent part about her. The Killer effect of her prf tome is great, and its pulse effect can provide a lot, but it's harder to pull off. She'd require a tome user and Quickened Pulse, or another similar Pulse effect, in order to be able to use an AoE special right out the gate. Afterwards, she has to rely on Special Spiral or Heavy Blade in order to spam, leaving her with more needed investment than the former two Heroes.
