only ten more legendary heroes?

so IS released a chart on the japanese twitter and it was basically a graph where the top row had stats and the side column had the blessings and it seems like they plan to only have one for each combination.

any thoughts? i'm glad they potentially might stop releasing legendary heroes at 16 because B8% banners are so damn annoying and its just so hard to get a single legendary hero that wasn't free.
