One Heavy Blade to pass onto a lucky hero

...you heard right. I got two Ikes with one being worse than the other with +Res -Spd, I guess I have gotten a Heavy Blade fodder. Now, as indecisive as I am I don't know to whom I should give it. Which hero overall would you guys recommend to give Heavy Blade?
(I would have given it to Lancina but she's -Atk so I don't know if it would be that great.)

The heroes with the highest attack are - in order - Effie, Cherche, Chrom, Lilina, and Sanaki. If you have any of these with +ATK they would be a prime candidate.

Some additional notes.
o Cherche can be a powerful abuser of the skill due to having access to flier buffs.
o Chrom and Sanaki have access to Legendary weapons.
o Effie has the highest attack score in the game and access to armor emblem buffs.

If you have Celica, she's a good candidate for it. But you need aether fodder too. She activates aether quick enough to put Ragnarok back online.
