Olivia Weapon for +X merge
I am in process to make a neutral Olivia +6 and eventually +10
for the for the skill there is not issue due for every unit i can grind SP and use almost common skill.
for the weapon should I go?
Upgraded a Bad IVs 4* Athena for Wo Dao+ ? what refinement ??
use a Bad IVs 5* Seth for Ruby sword+??
There are my options, since they are the only 5* fodder with compatibility with Olivia

is there a specific reason you want neutral? or have you just never come across one with +Spd -HP (which are ideal IVs) you really need as much speed as you can have on a dancer/singer especially with these powercreeped units with high speed (mia, ayra, etc.) to avoid getting doubles
as for the weapon, it depends on preference, ideally you would want wo dao for more speed (yes, even with +Spd IVs you would also want a speed refine), but if you dont feel like using 20K for olivia, i would just go with ruby sword

When you pull a +atk, use that one as long as she isn't -Spd, until you get the +Spd. I've never pulled a +spd, but my +atk/-HP works nicely. HP seems to be the best Bane for anyone who doesn't have a legendary weapon, Blade Tome, or Raven Tome, since refining a weapon gives +5 HP(with the exception of the refinable legendary weapons.)

I'm going to disagree on +Speed for IVs or refinement. Your dancer is not meant for combat. On the off chance she sees it, it should be against either an axe or sword unit and on Enemy Phase. With Fury, she should be at least fast enough to prevent axe units doubling her. So you run Swordbreaker to handle all those crazy sword units that would destroy her. I run mine with Slaying Edge +Defense, Luna, Fury 3, Swordbreaker 3, Hone Attack 3, and the Seal depends on who she's supporting. Hone Speed 3 is pretty fabulous all around, but if you're looking for things to help herself out, Close Defense is great, but you could settle for +HP or +Defense.

investing for speed isnt for combat, its for survivability, with more speed she avoids soubles, and therefore survives longer, its a much better investment than investing into def or res, because with a dancer/singer the only two goals are to survive and sing/dance, and they already come with the latter so all you need to do is make sure they can survive, and investing into def/res will only help you survive a hit from either def or res. i understand that as a singer/dancer they shouldnt be in combat ever, but you can never guarentee that so in case it does happen you want to make sure you survive. also i thought i would mention that having sword breaker is not that good of an option, its only there to check a few units that you wont face all of the time, so having something like WoM would be way better IMO

The difference between your comment and my own is that I am by no means saying investing in speed is a bad thing, where you're over here trying to imply my build, which I have used successfully time and again, is bad. WoM is far more varied, yes, but if you're talking about survivability, it offers little. Swordbreaker paired with Luna and Slaying Edge+ allows me to take on that Mia/Ayra/Lyn/Whoever and not only survive with decent health (thanks to that high Defense you say isn't worth while) and only needing to worry about being hit once. I also get Luna to trigger, often times killing those threats.
This means she can support green units to a fantastic degree, but is often times a better counter to those speedy reds than a lot of other non-blue units. The build you propose is centered around her dance, and particularly dancing for the whole team. It is a far more versatile build, for sure. But my team doesn't need that. My build is about supporting a single unit beautifully, while acting as a devastating check to one of the deadliest type of units out there.
Wether your intent was to belittle my build or not isn't important. You clearly couldn't see the point, so I apparently had to spell it out for you. Sorry I had to do that, chum.

Usually, I use the same base for my dancers:
Moonbow/TA/WoM/HoneX/XXX
The point is, you want them to be dancing and, at the most, you want them to cover their advantageous color. No need for more, so you might as well push TA always with them and have them do exactly that.
If I were to min/max, slaying weapon + TA is better than Gem Weapon/+Fury, but not by much. Up to you.
From the options you listed, I'd go with a +SPD nature, Ruby Sword, Moonbow, Fury, WoM, Whatever Hone ATK, Hone SPD.
