NY!Gunnthra weapon clarification

As I'm looking at the description as of now, it seems fairly overpowered, except for the fact that the description says "NEAREST foes within four spaces". Does this imply that the debuff only applies to the nearest two allies, or something to that effect? Or is it something else?

As written it sounds like it can affect multiple enemies if they are all the same distance from her. If there are 8 foes all two spaces away and no adjacent foes, all 8 of those foes will get the debuff.

What mode would she be in? Her life span is very short in arena because she's hard to merge; the debuff is probably irrelevant in GC; it's unreliable in AR because ranged cavalry prevents her from ending her turn in range to debuff them;

AA? I guess it's more than decent there.
Small PvE maps? Probably works ok there.
Reinforcement hell maps? Too many enemies?

In all three cases I think Palla does just fine on a flier team.
