+Atk -Res with Wo Dao+, Reposition, Spur/Def Bond 3 & Renewal 3. Not sure about which special and C to give her.

How about her default special or something like Moonbow, Luna, or Bonfire?

As for C-skill, Ward Fliers should go with a Flier Emblem team. Otherwise I think she'll benefit from Threaten Atk, Def, or Spd.
