nowi +atk/-hp or +spd/-hp?

I have an unused brave Ike that I'm probably going to use for steady breath on nowi, but I'm not certain on which IV set to use.

the team that she's going to be used on has myrrh and grima, so speed stacking is an option with the +spd, and defense won't be a problem, but +atk has more wins in the kagerochart calc than +spd. which set do I use?

she's also going to have quick riposte and aether

I'd personally say her best IV overall is +Spd -HP, since it allows for the most flexibility in builds. Also you can invest into her speed and have it get pretty high with merges. At +10 with Fury and Spd refine on her breath weapon, she hits 40, which can be buffed further through skills like Hone Dragons. I'm sure +Atk is better for a enemy phase build like Steady Breath and QR, but if you ever want to run other builds, +Spd is usually better than +Atk.

This. Refinery+seals allow heroes who are slow become pretty fast and this helps defensively.

The one I use is +Spd/-HP and I've been very happy with it. It lets her avoid a lot of critical doubles.

+Spd if you want to initiate, +Atk if you use her to bait and kill.
I personally prefer Atk since at high merge, almost anything not green won't be able to reduce her health to half even when they doubling.
