Also, if you don't mind my suggesting, maybe switch Hone Spd off of Azura for Hone Atk, then replace the seal with Gale Dance as far as cheap options go? Spd Tactic already covers for everyone except for Ylgr, and I think just 2 points of extra Spd (after Azura dances her) is more than enough to double pretty much everyone. (Even then, 44 is pretty good already.)
