New heroe rating matrix

I realize this is in its infancy and is likely still not finalized for most Heroes.

But looking at the matrix for Hector, how can the budget build be an 8 and the optimal build a 9 as attackers, when they are both the vantage build?
What am I missing? Are they assuming that the budget player won't achieve the entire recommended build?

tl;dr optimal adds Swap/Pivot for movement, Bonfire to support offensive tanking, and Threaten Def to condemn just about every Red Lord (Except Chrom but that's what mages are for). He'd be 10/10 if not for the fact that his advantages disappear in the hands of an A.I

I assume that the budget assumes that you fed Hector nothing more than a 4* Lon'qu for Vantage and as such still have Spur Atk. This also costs him mobility in the lack of Swap/Pivot, and Pavise does not synergize with Vantage.

Optimally, however, he may score 10/10 on Offense(I assume the score is lowered because armor is nearly useless on Defense). He is an enemy phase monster and you can pick when to bait out that Reinhardt/Linde for an instant kill, putting him outside of the needed Armads range, and into the Vantage and Bonfire ranges to 1-shot the next non-Red Lord that comes by. You also have Swap for a guaranteed 2-movement, or Pivot for a situational 3-movement, and you have Threaten-Def to seal the deal on Red Lords.

Sorry I have to ask: which matrix are you talking about? some guide or regarding changes in arena rating with the upcoming update?
