Neutral Cordelia

So I just pulled my first Cordelia, but she has neutral IV's. I'm debating on building her up for flier emblem team. My current fliers are: Spring Camilla, Tana, Minerva, Vaulter, Elincia, Hinoka, and Michalis.

Should I build her up?
