Neutral B. Cordelia

Recently, I pulled an all-neutral stat B. Cordelia. Is she worth using? How should I build her?

I have also pulled a neutral B. Cordelia earlier today. I'm not sure if she can run a quad build as effectively because of it.

I'm thinking of still giving her Life and Death (2 because I don't have a 3 to spare) + Threaten Speed but I probably won't give her Brave Bow + since her IV's aren't optimal.
