Nephenee Fodder or Build?

Well, it doesn't sound like you'd have much of a reason to keep her now that you're turned off from using her with those IVs. She's workable, I'll give you that.

As to who uses Wrath well?

- Speedy tanks like her use it well because it allows them to charge powerful specials throughout, since it essentially costs a slot for Desperation if you can't take hits.

-Something like Brave weapon users (especially with Heavy Blade) is also really good.

- Oneshot people. Think, Hector, DC Fir, Slaying Sword Ayra, Karla. All of them take advantage of this by having 1-Turn specials and either having them ready by their turn or by being able to take a hit and retaliate.

She's not expensive to build. Just give her Fury, an Assist, and a C skill and you're done. At least give her a try, even with her stock kit.

Build, NEVER fodder Nephenee!

Wrath is really good on units that want to take an enemy hit and then one shot back. e.g. Fierce Breath Quickened Pulse Zelgius can throw out wrath Black Luna or Berserk Armads Hector can throw out a double wrath Bonfire.

For Nephenee herself she can run Quickened Pulse Ignis with a breath skill to clobber armored fools. It'll one shot every armor in the game if she can tank the initial hit (only a problem against green units). Not many units can safely bait and one shot Legendary Tiki but Nephenee can with the right build.

Wrath is so good on soooo many unit.
Proc black luna, on L-marth or Ayra with their own specials, on L-ike to keep is bulkyness by unleashing radiant Aether, on Mia or LA Hector for whopping damage.
With the new brazen atk/res seal, even tanky on the res side buddies will love Wrath (Hawkeye with iceberg. Helbindi too...).

But yes, Nephenee is also a great unit. And wrath is now available on Karla (still hard to sacrifice).

I would not put wrath on an armored unit (except black luna users) because they have access to fighter skills. But infantry units will appreciate wrath (even if special spiral is a thing rn)
