My very first Nephenee but...
... she's -Def +Res. I don't think these are good IVs for her. Should i just fodder her off for Wrath? Or do i bring her up and maybe see what i can do with her?

That's neutral Attack and Speed at least, so I'm sure she'll still be good. -Def is still 31 defense.+Res is actually the best IV for the most expensive build, which is Berkut's Lance Distant Counter(maybe +Spd is better here, but still, pretty good IV for that build).
In case you want to use her but don't want to make such a heavy investment, just run the default Fury/Wrath build and she'll be fine. Yours would have 26 resistance, so enjoy the balanced mixed bulk your IV set provides.
If you just don't want to use her, give her Wrath to someone else. I, myself, have felt tempted to use my only Nephenee as fodder many times, but then I started using her and realized how incredibly well she performed.
You can also try to pull another one, hopefull with better IVs, but those are not that bad.

I was thinking along those lines too. But the investment may seem daunting at first. Since you opened up the thought, allow me to elaborate.
Nephenee would be able to counter mages with this build: obliterating red ones and increasing her chance against mages of her own color (with preferably Distant Def or Deflect Magic on SS). Berkut's Lance refine can be Def or Res according to your preference.

Whether you keep her or fodder her is up to you, but I think that Nephenee is still salvageable. I'd say your best bet would be focusing on reaching as much defense as she can with Steady Breath/Steady Stance/Close Defense/even Fortress Defense can work, then either Wrath or Quick Riposte and use Threaten Attack instead of Threaten Defense. Also +Def refinement Slaying Lance and Ignis, or Bonfire. Almost no sword/lance will be able to do damage to her and if she faces axes they will have a rough time dealing with her. Even then, in case they do damage and you use Wrath, they probably won't be able to oneround her and since they're usually slow(this doesn't apply to every axe but still) they probably won't double her. If for some reason you manage to fall into Wrath range(in case you choose Wrath) and have your special ready, be prepared for 50+ damage Ignis/30+ damage Bonfire.
However you can also run Fury/Wrath with +spd Slaying Lance and she’ll have 38 speed and 40 defense. Still pretty bulky and decently fast.

She's definitely usable. You'll know that from leveling. I pulled a Nephenee with the same IV's and they're not detrimental to her offensive spread, and her defense is still at a solid 31, while her resistance will be at 23, so she'll take magical hits more safely. I would probably go for a Fury build with C Slot of your choice, Slaying Lance+ refined with either Def or Res if you wanted to go for a more defensive choice, speed if you wanted to double more units while also preventing being doubled, attack if you want raw attack power.

Are you asking because you're in dire need of a tanky blue or because you really like and/or want to use Nephenee as a combat unit?
Even an optimal IV Nephenee isn't that great, being outclassed by many more common units. Add to this the fact that she packs an exclusive skill that has the potential to make units that are already better than her even stronger.
