My Concerns with Legendary Heroes Banner Format

I'm just sharing my thoughts on the current style of Heroes presenting their Legendary Heroes and my concerns with it.

Short Version: Is it crazy for me to suggest IS to possibly add banners with Legendary Heroes as normal focus characters (with pitybreakers) to make it easier for people to obtain specific heroes and not wait months for them in Legendary Banners? The Legendary Heroes will not be included in the permanent summoning pool, just for these special banners.

My Thoughts:
I'm fine with Heroes introducing a new Legendary Hero each month and the banner themselves are hit or miss depending on the person. My problem with the current style is the frequency of some heroes appearing. Since Heroes is lately pushing the importance of Legendary Heroes in Arena and Arena Assault (at least the blessings), it might be beneficial for people to start merging Legendary Heroes. However, not everyone wants to merge Fjorm or other legendary heroes that show up more frequently than others. People may want to merge up Ephraim or Lyn, but cannot because they have to wait months to get more copies if possible. I believe waiting for three months (possibly more if this trend continues) for a specific hero to obtain copies of for non-whales is too long. I sounds reasonable to just save orbs for the legendary hero, but it is not guaranteed with the other heroes sharing a focus with the Legendary Hero and you can get more copies of the other heroes due to unlucky variance.

My idea for addressing the problem is by IS introducing banners that have Legendary Heroes as the focus summons. The banners will include normal summon rates and pitybreakers, but you can at least save orbs for these banners if you do not trust your luck with Legendary Heroes banners or do not want the other heroes sharing a color with them. The Legendary Heroes focus can be the ones that are not returning in a Legendary Heroes banner for more than one month. Something to note, these Legendary Heroes will not be added to the permanent summoning pool, it is just an alternative option to summon them if you cannot get them from the Legendary Heroes banner. The Legendary Heroes banner can be a source for the Legendary Hero, 5 Star Exclusives, and Seasonal Heroes at 8%. Do you agree or disagree with my suggestion or have any tweaks?

[Personal Experience: I want to make merges for Legendary Ryoma, Legendary Robin, Gunnthra, and hopefully some fire armor in the future. However, I cannot summon any Legendary Hero other than Ike because colorless is not reliable all the time in variance; Ryoma is new, so I can wait; I've been trying to get at least 1 Gunnthra to start for months, but my luck is horrible as I get the other green focuses]
