Multiple questions about dragon emblem.

I'm ftp and I don't have enough good units to build a flying emblem or an armor emblem so I wonder if it would be worth it to build a dragon emblem with the recent buffs dragons were given.
I have A!Tiki +Res/-Spd (I might give her steady breath, quick riposte and aether or ignis), I also have Nowi +Atk/-Hp (don't know what build to give her though), My only Fae is +Hp/-Def (I want to make her a reinhardt counter and give her infantry pulse but I don't know if it is such a good skill). I have two Ninian and the best one has nutral IV's.
Do anyone think it would be a good idea to make a dragon emblem with those units ? If the answer is yes I have a few questions.

First : Should I merge my two Ninian's to give her +1 speed and +1 Hp or shoul I give Fortify dragons to another dragon ?

Second : I have only one Brave Ike to spare so would it be better so give steady breath to A!Tiki or to Nowi ?

Third : Should I give an anti-fachion build (TA + Sword breaker) to Nowi or Ninian ? The problem is that they both can have great builds instead of the anti falchion one : Ninian can have a very nice speed with weapon refinery, fury 3 (plus wings of mercy or escape route) and seal speed +3 while Nowi would probably be better with quick riposte (for Brave Lyn reasons).

Thanks a lot for reading me this far, I apologize for the amount of questions I ask but I could use the advise of a wise dragon emblem user as I really am not sure whether starting a Dragon emblem team is a good idea or not.

Edit : Thank you all for your answers, I will consider giving steady breath to Nowi but I have now another question as I don't understand why Nowi is such a better choice for steady breath instead of A!Tiki (my A!Tiki has the same Res as Nowi but has 5 more points in Def even if she lacks 2 points in Atk compared to Nowi).

Give Fortify Dragons to another unit, probably Fae. This way, with proper positioning, you can have all four dragons gain the Fortify Effect at the same time. Steady Breath is best going to either Fae or Nowi(I'm personally rocking a SB, QR3, Aether Fae myself) Nowi is your anti-falchion unit, and TA can be good for that. Fury is better overall, and definitely Steady Breath is a great option for Nowi all around. If you want to build her for Anti Falchion, go with Steady Breath/TA, Fury, and have her allies boost her atk so she can one shot her target. Ninian does not perform this role well because her attack is rock bottom, so while she can in all likelihood withstand a hit, she won't be able to do enough damage to finish her target unless it's Chrom.

Fae doesn't need much to be a Reinhard Counter. Just give her Lightning Breath refined in any way.

1) Merge +1 hp/spd is pretty handy (that's what I personally did). On the other hand, Fortify dragon isn't so valuable, especially if one of your manakete runs Light Breath++ (the buffs won't stack). Plus every merge counts for arena weighting !

2) Nowi. Idealy both but if you can't afford to lose more than one B!Ike then Nowi comes first.

3) Certainly not to Nowi, since she is strong enough to counter Falchion users anyways with Steady breath and eventually a Def buff if she doesn't have a Def boon or Def refinery. The TA hinder her ability to deal with some blue units (and ultimately all green units).
However, Swordbreaker is indeed very valuable and if you don't have at least 1 swordbreaker in your team (like your A!Tiki maybe) then I'd recommend you to use it over Quick Ripost. (It's more risky to put it on A!Tiki, since she can still get killed by Falchion users but it unlocks Nowi's full potential to deal with B!Lyn, Reinhardt and the likes).

There you go all the questions got answered !

1) Merge for better arena score. Every extra point of speed matters in the mid-30's if looking to prevent being doubled. Fortify Dragons is nice but you can get away with one just fine.

2) Definitely Nowi because she is the all-around stronger unit of the two.

3) This build cripples Nowi, who is your strongest dragon. I would Give Ninian TA3 + Swordbreaker. This will be sufficient for handling Falchions and generally make her capable of walling reds.

Whether to keep Ninian's Light Breath+ or give her Lightning Breath+ comes down to if you're OK with raising the cooldown on her special, which should be Moonbow. I would stick with Light Breath+ because that will help get the ORKO on swords, while still allowing her to wall red mages. With 34 Spd she won't be doubling them anyway and by hitting back, it increases the chances of them doubling her and proccing their special. Of course there's also the added benefit of Light Breath's buffing effect, but I suspect being able to get use out of it will be fairly situational.

For Nowi, you could try an all +Atk Lightening Breath + Fury + Vantage +Atk seal build.
She can run that super well with the IV's you've got and it's a great choice as a budget build if you're not rolling around in Steady Breathes.
