Morgan M +Def -Vel and Chrom KE +Vel -Def

Your Morgan could work with a Fury/Red Tomebreaker(or even Bowbreaker, Brave Lyn won't survive more than one hit from you anyway and your defense is quite decent at 26) build. You could even run Swordbreaker and make him a green/red melee check.

That Chrom is not that bad, actually. With his default Fury he sits at 34 speed, and whenever he's not full HP he reaches 39 speed. With a Hone Cavalry buff he would sit at 45 speed, so Fury/Desperation would be my choice. It also helps fix his bane. He's also effective against dragons. That should be enough to consider using him, especially with the current dragon meta(Myrrh/Fallen Robin).
