Minerva: Glimmer or Moonbow?

Hey everyone, I have a +Atk/-HP Minerva I'm planning to refine with her Wo Dao effect and I'm looking for some opinions on whether you guys think I should run Glimmer or Moonbow for her Special.

Her build currently runs,
Weapon: Hauteclare (Eff)
Assist: Reposition
Special: Glimmer / Moonbow
A-Slot: Life and Death
B-Slot: Vantage / Desperation (when buffed)
C-Slot: Threaten Speed / Threaten Defence / Buff
Sacred Seal: Quickened-Pulse / Close Defence
Stats: 39/55/38/27/19

The idea is to either use Quickened Pulse for the first initiation and have another special charged up immediately on her second hit if she trades, or use Close Defence to bait and then proc a special on the first retaliation.
Something to note is that Moonbow would be averaging around a stable 16-19 damage with Refined Hauteclare with room to scale up, and that Glimmer applies before Wo Dao's additional damage but would be dealing around 20-22 damage on average but change drastically when WTA, Defensive Tiles, and buffs come into effect. (Keep in mind that it's a base Special damage of 10)

Now, I already know Specials like Dragon Fang, Luna, Aether, etc work great on her, but I'm simply wondering about Moonbow vs Glimmer for this topic. Although Astra vs Dragon Fang / Ignis (with Fury) would be a nice bonus question as well.

I feel like Moonbow would be better, because it would be able to do at least some damage to enemies she wouldn’t be able to damage before, and Glimmer only has a better effect if she is already doing a lot of damage.
If you’re going with the Wo Dao refine, I would use Bonfire just so you can trigger it more often. (Draconic Aura does less damage). If you wanted to go for 4-cooldown specials, then I believe Ignis would do more damage than Dragon Fang. But I would stick with the 2 or 3-cooldown.

BTW I don’t have a Minerva; just theorizing here.

Moonbow's more reliable, because the 30% decrease in def/res can actually let Minerva do some damage to bulkier units. Glimmer on incredibly bulky units to where Minerva does 0 damage is 0 * 1.5, which is still 0.
