A unit like Ishtar, who already has a lot of built in speed, could definitely use Flashing Blade to proc skills like Luna in desperation range. Another possibility is Bridal Caeda, who can similarly perform the same feat with a speed refined Blarowl.
I would honestly just recommend merging them into the +spd Mia instead, since Flashing Blade faces heavy competition from skills like Swift Sparrow, Fury and the like. While they would be great on units like Shigure, fliers can't inherit Flashing Blade, so there's not a lot of options. Most of the time, they'll just perform better with the offensive stat boosts than with Flashing Blade.
