38 from the passive +3 from Giga Excalibur itself;
48 if you run Phantom Speed seal;
51 - 54 from various A Skills (Fury / Speed +3 - Darting Blow)

It would definitely be workable if you bothered to invest in it. It's only a matter of how dedicated one would be to the cause.
