If you downmerge a 5* unit into a 4* unit and the 5* unit later gets a legendary weapon, does the 4* unit get acces to this weapon? Say you donwmerged a 5* A!Tiki into a 4* A!Tiki before the update, does this 4* A!Tiki now have acces to Breath of Fog or not? Does anybody know this?

As far as I know, only a 5* Tiki can learn Breath of Fog, but what I read is that once you have it learned you don't need to be 5* to refine it.
That's why I personally advocate leaving 4* merges at +8 or +9: in case they get a new prf or you want to change IVs for whatever reason.
Well, supposing you made a 4*+10 A.Tiki with the classic lightning breath+ steady breath QR aether combo (not recommended by me; if you're going steady breath I recommend to get your value and go 5*), she's still a really good unit. You haven't wasted feathers. This unit is still fully functional the way you built her, and she'll still be very powerful. You lose out on some potential, but any new upgrade is unlikely to turn a good unit into a useless one.

New skills for 5* are only unlocked on the 5* versions of those units. I have a few 4+10 that had a 5* merged down and I'll have to do it again for the new skills, very annoying.
Any skills that a 5* has access to at the time of the merge down are available on the 4+whatever.
