Merge and skill inheritance

If you merge a level 1 5 Star into a 4 Star merge of the same character, do the abilities that are locked behind the 5 Star become available to the 4 Star, if the 5 Star has not yet learned them?

For example, I have a 5 Star Clarine with fear+. But she has not learned it. My 4 Star merge Clarine does not have fear+. Does she get it if I merge them?
