Merge at 4 star or invest in 5

Ok so I have units like shigure and palla and I have a ton of 4 stars I was wondering if I should try to make them 5 stars also are there any other super common units that aren’t even worth 4 staring and should just merge

I don't 4* merge characters with important fodder. For example, Barst and Selena are probably never getting merged because reposition is one of the best skills in the game and also one of the most universal. Shanna is never getting merged. Maria and Lucius won't get merged for a while, but later on maybe yes (because miracle is mainly for healers). Ares is never getting merged. Kaze and Tailtiu will never get merged. M.Robin might never get 4* merged depending on how often I pull him because bonfire is the preference of more than a few units and I'm still at a stage where I'm trying to squeeze feathers to finish my first merge projects to form an AA starting lineup.

Shigure I would keep at least two copies to fodder, probably more like 3-4. His lance is unique, and ward fliers might occasionally be good.

Palla I probably would never merge. Goad fliers is extremely important, and moonbow is also pretty good.
