Marth has about 38 Spd at neutral, considering with his Exalted Falchion
His Fire Emblem did a bonus 11 damage. He also has base 40 HP

No, it's Regnal Astra 0.8 because it does less damage, just that it gives a buff equal to Peshkatz when it activates. And it's not especially good for super high-level arena (which I don't play) because he's going to kill stuff when it activates which means the bonus unit misses out on kills.

As Fire Emblem damages based on his Speed, he needs to be faster.
Even at 38 "base" versus 37 of Ayra's, she still does better damage cuz Regnal Astra has a greater %. And that's without Ayra's weapon.
L!Lucina is ok at 35 because of her weapon + blue color, as she works well against the fastests units (Ayra and Karla, both Reds).
Not to mention, she still has A Slot using SS and Marth gonna need DC or Steady Breath for high arena.

I think the B-Skill is going to be exclusive to him, so I don't think he really needs Distant Counter for a 300 SP skill. This allows him to keep his Atk/Spd Bond, which makes his effective Spd 43 rather than 35 or 38. (I don't think it's really going to be that hard to keep him close to his ally, and if anything, you could always give him Swift Sparrow instead so that he doesn't need to stick to an ally at all times on Player Phase.)
Fire Emblem might have a smaller boost in % compared to Regnal Astra, but it also grants him +4 to all stats (which is really +8 because of how his weapon works). After the first proc of Fire Emblem, he essential has a Spd value of 51 for subsequent fights; but if that feels a bit inconsistent to active, just bring a unit with Hone Spd and he'll hit the same Spd value without relying on his Special proccing, or bring Spd Tactic so that he hits 55 effective Spd--and this is without Spd boon or merges. It's still massive damage whenever his Special procs, despite being a lower percentage.
In the end, I think that 35 base is fine considering what little set-up he needs to reach a much more massive Spd value. (Any more, and he breaks the game in half harder than Ayra could possibly ever imagine--though he is a pretty powerful Sword as it is.)

More SP is always more Arena points. U can't forget we now have Hector's Ostian Counter with 350SP.
And even if you won't have DC, Steady Breath is still a better option. As you can't use Slaying, you need SB to counter at Fire Emblem at first or you gonna mostly die to Bold Fighter/Regnal Astra.
You can always use Quickened Pulse, but with that you will lose the other great options at Seal slot, not to mention that you'll lose the power to use special at first. Ayra can do all that, much easier.
The bonus Fire Emblem gives are interesting, but not that reliable. If one want the full potencial, gonna need external buff as you already said. So in a way or another, it's a weaker Regnal Astra at a slower unit. Even considering Atk/Spd bond vs. Slaying Speed ref. Ayra, Ayra's damage will be bigger.
Base/Falchion + Atk/Spd Bond + Speed Tactic + Falchion Bonus will leave Marth at 55, which is a 17 Damage Fire Emblem.
Base Ayra/Speed ref. alone is a 16 Damage Regnal Astra. It's greater if you count buffs and Wrath (that Marth can't use without throwing away his Dragonbreaker, which is his strongest point) will let RA reach 29 Damage.
It's a 29 Damage, with "easy" setup, still killing ranged units and more flexible.
Yes, his Dragon matchup are better, but the combination of Fire Emblem and medium Speed isn't any good.

Fair points. In terms of raw killing power from Special procs, Ayra still out-damages Marth, and she is still pretty easy to set up.
The main thing I was getting at when I said Marth's 35 Spd is fine is that it really isn't the difficult to boost it up all the way to 51, which is more than enough to avoid doubles from all (non-Bold Fighter and non-Swordbreaker) units in the game then double back. His base value might seem "bad" in terms of all the Spd powercreep happening as of late, but he's really raising that bar even higher from what I can see. (But until we get his actual stats, his Spd stat might even be better than what we all are speculating.)
