53 Atk is still decent, especially since his weapon does adaptive damage, ranged units are likely to be KO'd. Also, most melee units typically have low Res, which is the dmg his weapon inflicts.
But of course, because a unit is -Atk, people feel inclined to believe they're garbage.
A message to the OG, if you think he's terrible because of -Atk, send him home. If having -Atk IVs makes you believe a unit is terrible or has to be salvaged, send them home.
