Luke makes me want to puke

Seriously, why is this guy even a 5 star exclusive? he's so damn mediocre and I am willing to bet why the reason IS hasn't demoted him is because he's so insignificant they themselves forget him as well.
I don't understand why they didn't demote him, is it because of panic ploy? Garon has panic ploy at 4 stars now, so why not let it go?

Also, I don't get why people say Luke is terrible when he's got better stats for a Brave Sword than Cain.

With their low attack stats I can't see why you'd want to use a brave sword build on either of them, but sure, since speed doesn't matter, Luke would be better with a brave sword+.
