Panic ploy is his strongest skill and it's best used on high hp units, so check your own list of heroes based on that.
The highest hp heroes are armored and dragons (with a couple of exceptions) and hp is also heavily influenced by merging and weapon refinement (because it sometimes gives hp as well). I think that 50 should be the optimal hp value for a panic ploy user.
but you also have to consider the fact that its a seal now and there are other skills that can work slightly like panic ploy i.e. dull ranged, panic+, halloween weapons, clarisse's bow+, legion's axe+, etc.
if the unit is set on running a different seal like say vantage in B and quick riposte in S then yeah go for it
