Lucina and Ishtar
They’re (almost) carbon copies.
With no SI, IVs, or buffs, just the skills and weapons they come with, they reach the same speed (46), and Ishtar reaches 58 atk, while Lucina reaches 56.
The key difference imo is their bulk. Ishtar has an effective 55 physical and 64 magical bulk, while Lucina has 65 physical and 59 magical bulk.
I feel like Lucina has the slight edge when not in desperation range, since she can actually survive a counterattack from DC user, but Ishtar is better once in desp range due to Mjolnir, and constant Moonbows. But Lucina can be positioned better due to future vision, and Ishtar hits for magical damage. Lucina can help teammates tank ranged attacks, and Ishtar can help teammates do more damage, blah blah blah
tl;dr, Same iniation speed, a slight edge in iniation attack to Ishtar, their bulk is pretty much flipped, (ex. Lucina’s physical bulk=Ishtar’s magical bulk)
Who do you think is better? Personally, I can’t decide.

I generally prefer to hit people's res rather than their def unless they're pegasus knights. Very few units have better res than def except mages and pegasus riders.
However, future vision is a very interesting assist, so Lucina has Ishtar cleanly outclassed in tactical potential. She can potentially move five spaces to attack a target seven spaces away. Two, swap, another two, fire. That's beyond a solo ranged horse and equal with melee horse + dancer. She can also use it to position allies, especially armours. (Put her on a tactics team with Titania, original Tharja, and wary Effie/Zephiel providing spd tactic?)
Always an option to use desperation + flashing blade on Lucina, then you still get moonbows.
