I'm not sure how well this is going to work, but here's something that I came up with:
Weapon: Dark Breath+ (Spd)
Special: Glimmer / Bonfire / Aether
A: Swift Sparrow
B: Vantage / Desperation / Swordbreaker
C: Panic Ploy
Seal: Spd + 3
Explanation:
If you stick to her Lightning Breath+, then you have 46 Atk. With a Spd-refined Breath, Spd+3, and Swift Sparrow, Nowi gets 50 Atk / 40 Spd upon initiation. While these stats aren't bad, they still aren't that good for doubling a lot of enemies--really good at avoiding doubles, though. I still think that an Enemy Phase Nowi would be more consistent if you plan to stick with her Lightning Breath+.
If you are dead-set on making one, then I think that Dark Breath+ is better. For starters, it has an extra two Might over Lightning Breath+, which places her at 52 / 40 (assuming the same setup described earlier). While 40 Spd is not that high for doubling, it is really nice for avoiding doubles. And after you initiate combat, you lower the enemies' Atk and Spd by -7. That way, even if you can't kill the enemy, you can at least cripple them when Enemy Phase starts. The debuffing also synergizes well with Nowi's stellar bulk. If the enemies are slow enough, you could also double units that you weren't able to when you initiated after the debuffs (though you will only have 36 Spd on Enemy Phase).
Everything else really depends on how you want to play. For the B-Slot, Swordbreaker is there mainly for the fast Swords that can still double Nowi even if she initiates (Mia and Ayra come to mind.), but you can do Vantage to retaliate first against the unit you crippled, or Desperation to guarantee and immediate attack on slower enemies. For the C-Slot, Panic Ploy works well with her high HP, but you can really put anything else you want here.
