So here's my thought process. Keep in mind this is for Arena.
I'm +Spd -HP and +2 merge. My Build is
Weapon: Light Breath+ (+Spd)
Special: Aether
A: Fury 3
B: Windsweep 3
Sacred Seal: Quick Riposte 3
With this build, my stats will be
HP: 42
Atk: 48
Spd: 44
Def: 37
Res: 29
With 44 Spd, She should be able to windsweep most of the enemies she fights barring red swords (who she wouldn't be fighting anyways) and dragons (which I have tiki to deal with.)
Once she windsweeps in player phase, she will get light breath buffs that will carry over to the enemy phase. These buffs along with QR will make her a monster for the enemy to deal with, and they can't just let her attack into them or they get windswept.

It's pretty good and It's really planned out.
the only possible draw back to this is enemies that has panic ploy.
overall it's good.
If you have the resources try giving her Dark breath as well, it's basically the same idea as yours but it's debuffs enemies instead of buffs.
