How do I summon heroes from this polls,
and if it is impossible to do so for now,will they bring it back?
I already have 4.5% on 5 stars in DD and I want to summon from it.

Currently, it's impossible to summon from the Legendary Heroes / Deep Devotion focuses. Unfortunately, there has been absolutely no word on whether they'll return, and personally speaking I doubt they will. Even if they do return, it'll probably be several months or years from now, and it's rather unlikely your 4.5% will be carried over so far into the future. It's not impossible, but I wouldn't count on it.

If it's any consolation, while the exact focus might not return, I do think it's likely that the characters featured could show up in different focuses introduced in the future. (Seeing as the Grand Battle focuses are more than willing to showcase existing characters)

I know it sucks when you've driven your rate that high and you can no longer pull from it, but that is what appears to be the case for now. One idea would be to send Intelligent Systems suggestions through their in-game feedback system if you truly want to heighten the odds of those focuses returning. I wish you good luck if you choose to try that.

A lot of players do it. I've done it before. If you're curious on how to send them feedback, here's a simple gist:

Home Menu -> Misc Tab -> FAQ/Etc -> Customer Support -> Feedback

And then there you'll see a convenient form where you can submit feedback on pretty much anything about the game, as long as you don't advertise anything. They won't reply to you directly, but all signs point to them actually looking through the various player feedback. (It's the reason why we don't have stamina costs for equipping skills and the Training Tower kept its lowered costs) So yes, it can work to some extent if enough people complain about the same thing. Just be polite and hope other people mentioned the same issues. Hopefully, the focuses will return and you can keep your improved rates if all goes well.
