I can't let a HxH fan in the darkness of doubts, let me bring you some light about your Seliph's question.

Seliph's legendary weapon is unappropriate for his stat-line. It literally drags him down.
Seliph's best build (in my opinion, that you can trust) is :
WEAPON : Brave sword+ for general purpose taking advantage of his high attack (or Zanbato+ for explicit purposes (anti-horse))
SPECIAL : Bonfire helps him to take out high def units, especially swords, thx to his B-passiv.
ASSIST : Reciprocal Aid to provide heal to the team when he isn't key in the fight, or to heal back himself when he is key)
A-PASSIV : Death Blow 3 making him reach the critical Atk threeshold where can ensure a maximum amount of KOs while securing dmg on any target.
B-PASSIV : Swordbreaker 3 to provide him a better reliability on player phase as well as ennemy phase. Countering the fast lords meta, which usually run Desperation or Vantage rather than Swordbreaker.
He is now able to bait them safely as well as engaging on them.
C-PASSIV : Any supportive C skill, so Hone X, Spur X, Drive X or Infantry Pulse 3. Preferably not a Threaten X since he isn't a central figure in the team.
SEAL : Hardy Bearings is the best seal to run, giving Seliph a potential role of "vantage unit" finisher, when he can't have a use in the fight (else than healing with his assist-skill).
Hopefully it helped you. Remember that you can always merge your Seliph 4* to make him weight the same as a 5* (or more) for a smaller amount of feather. And if later you merge a 5* Seliph into your 4*+ you'll inherit his legendary weapon anyways.
If you do, tell me, I can tell you a build that is worse than the one I gave you above, BUT which utilize his crappy Tyrfing to the fullest. (All in all, it's about trolling but creatively).
