Legion or Anna?

I need to upgrade an axe user, and I'm between these two. Both with Fury, Legion has more Att and HP, but Anna has more Spd and Res, and they both have 25 Def. Also, they have different unique weapons. Who should I upgrade?

Yup, I agree with Wyatt. Anna will be periodically useful in arena forever, which is a plus for a f2p. Legion is much cooler and potentially a bit stronger in certain situations, but the the difference is so small in my opinion that Anna comes out as more useful.

Do keep in mind that anna can't be merged while legion can.
It may be expensive, but its still something to consider.

I like Anna a lot more. She can reach sky-high speed, her weapon is MUCH better, and her attack is good enough to handle the role she has as a blue counter and even some greens. While Legion is stronger in attack, he is much more vulnerable to mages, they actually have the same squishy defense, and he has 3 less speed. Sure that can be fixed with SI, but I think Anna is better since she can potentially double and avoid doubles from almost any unit in the game

Legion weapon isn't unique, you can inherit it to others units.
Upgrade anna, she is bonus hero every 3 sets.
