Legendary Roy

It's that time again for another custom hero showcase. :D This time I was requested to make Legendary Roy and I was more than happy to take up the request as he's one of the most beautifully designed characters in the franchise. First note, take everything I say with a grain of salt as not everyone is going to agree with everything perfectly. Now with that out of the way, let's get busy.

Weapon: Sword of Seals ~ Mt: 16. If foe initiates combat, grants Def/Res +4 during combat.  If unit's Def - foe's Def ≥ 5, foe can't make a follow-up attack. Unit automatically makes a follow-up attack if attacked at HP ≥ 75%.
Assist: N/A
Special: Blazing Blade ~ Cooldown: 3. Boosts damage dealt by 80% of unit's Def. (Not inheritable.)
A: Bracing Breath ~ If foe initiates combat, grants Def/Res +2 during combat and Special cooldown charge +1 per attack. (Only highest value applied. Does not stack.)
B: Dull Close 3
C: Even Def/Res Wave 2 ~ At start of even-numbered turns, grants Def/Res +4 to unit and adjacent allies for 1 turn. (Bonus granted to unit even if no allies are adjacent.)

Roy is packing some very interesting stats to say the least, being similar to his vanilla self while still staying very bulky and we'll rounded. He's meant to be an enemy phase unit with a lot of his stats surrounded upon that idea.
His weapon, the Sword of Seals (Yes, I know it's the binding blade in Japanese, but Marth can't get the Exalted Falchio now can he?), is a pretty interesting enemy phase weapon, with it having Quick Reposte, Steady Stance 2, and the Great Flame's effect all in one. Unlike the Binding Blade however, the Sword of Seals is not effective against dragons and has a higher health condition to fill to set the two not so different weapons apart.
His unique special, the Blazing Blade, is Ignis with a shorter cool down and he can proc it every round on enemy phase. I love the unique specials and I'm really surprised there's not more in the game, albeit would be a bit broken.
Bracing Breath helps Roy get more bulk and special charges off, helping him deal more damage and be a good front line tank.
Dull Close is an interesting choice, as I know there are better B skills but I felt this suit him best. Previously, it was locked to a season unit, and maybe this could be very useful in the long run against buffed armors or Lance units.
Dual Wave skills. Beautiful. Helping give both Roy and his teammates added bulk as well as damage when it comes to blade tomes.

Roy is pretty powerful but he still falls flat when it comes to player phase unless the skills are played with a little bit. Units who have higher defense than Roy also trump him over, being able to double him. Bold fighter units also dominate Roy, being one of his main weaknesses as well as strong tome units.

I like it thematically, but since he's just a glorified version of an already existing Roy, I wouldn't find it appealing to pull for, despite liking Roy quite a lot.

Legendary Ike is also a glorified version of young Ike, but they are both 5* exclusives and Ike arguably brings more to the table with Radiant aether, because a 4 turn special triggers at the same time as a 3 turn special on enemy phase if a breath skill is active, which is also why the blazing blade special would be really underwhelming in the suggested variant of Roy in combination with his breath skill.

I like the idea, especially that his kit is very much what I expect on a unit in Feh

Many costum builds seem to go a little over the top, I feel.
But I do feel that the build needs a little changing, so lemme have a shot at it

First off, while he is an infantry unit in FE6, I would make him an armored unit as legendary, with a focus on mixed bulk (which is something only Zephiel has so far) and less atk than the norm.

Alternatively the special could be a little more busted:
4 CD: Deals 50% of Defence, Unit recovers HP=half damage dealt.

Maybe a bit too over the top with the stats

This is worse than the already existing Roy. This wouldn't be tempting at all to pull for. His defense isn't high enough to apply that passive, and no QR5, or dragon effectiveness. Do people not know how good existing Roy is? Trust me he is going to be much more powerful than this when he gets released.

Special: Glacies
A Slot: Death Blow 3/4
B Slot: Our Boy: For every month Alm doesn't get an alt, you make an extra automatic follow up attack with an extra -1 to your cooldown. this effect stacks and can break the x4 limit previously set.
C Slot: Even Atk Wave
