The breath skill is +1 cooldown for both when he gets hit and when he counter attacks, and his special Radiant Aether only has 4 cooldown so he doesn't have to be doubled to trigger it.
Foe hits him=+2 cooldown, he hits them back=+2 cooldown, and now radiant aether can trigger on his follow-up (assuming he has quick riposte) regardless of whether the enemy hits him again or not. Though tbh I still don't know why +Spd would be good, to avoid more doubles and have him live longer in general I guess?
