Legendary Ayra Idea
I think Ayra could work as a fire/speed legendary hero. I have some move ideas below and tips are welcome!
MOVESET:
Weapon: Ayra's Blade+ (exclusive) (Based off of Vassal's Blade) (Might of 16)
If units speed > foes speed, boosts unit's all nearby units' attack within two spaces by 70% of difference (max of +4 damage)
Assist: None
Special: Divine Astra (exclusive)
Deals damage based on 60% of unit's speed. (4 turn cooldown)
A Skill: Darting Breath (credits to FEH google plus)
Grants Speed +4 during when for initiates combat. Grants special cooldown charge +1 per attack.
B Skill: Astra (Exclusive)
Deals +10 more special damage and increases by +1 every time Divine Astra activates. (Max boost of +5 to Astra boost)
C Skill: None
Stats (at 40)
Hp:42
Attack: 35
Speed:39
Defense: 31
Resistance: 22

I get your point, but Ayra getting an exclusive powerful special already got enough salt last year. But Divine Astra? That's like another Black Luna. Her B skill is just ridiculous. Divine Astra has a 2 turn cooldown and can stack her special damage to +25. She's just gonna break Rival Domains and Grand Conquests.
I don't think Ayra's Blade+ should have 1 more might and give 3 more speed at the same time. And IMO Darting Breath gives way too much speed. She's gonna have 46 Speed and 49 Speed with a boon (or 50 with a super boon which is expected). I really hope Darting Breath only activates on Enemy Phase.
I am interested in her weapon effect since it's a nice idea for a support unit but +7 for all nearby allies is too much.
I appreciate you taking your time with this idea and FEH might one day have something akin to this (given IS's unpredictability), but just not now.

Darting Breath is meant for enemy phase only, sorry for leaving that out. As for Astra, the max boost for damage is +5 if I didn’t make that clear. On first special, +10, on second +11 damage and so only for a max of +15. As for her weapon, I could nerf it to 16 might, and only have an effect of +3 damage to allies.

I feel like this is insanely broken if I'm being honest. Ayra in my opinion still stands as the best sword infantry unit, and the increase in well...pretty much everything would put her on a tier of her own. For example, Regnal Astra is already an insane special at 40% of the unit's speed. Giving a unit double of its effect would make sure that any unit- red, green or blue- would be annihilated. That's not even counting the Astra skill.
While this prospective unit is incredibly broken, I can say I like most of the concepts you've come up with(although maybe keep the weapon at 16 Mt). I just wouldn't consolidate all of these ideas into one unit, as having one or two of them would already make any unit extremely powerful. Cool ideas, but it doesn't seem balanced at this state of the game.

lets just give her a 169 BST
17 mt weap
an even more potent potent special that works off of the spd stat while also giving her kit another 7 spd thru skills or weapon effect and stacking that with an increasing cooldown rate and further stackable damage with powercreep wrath

I just get hyped with making Ayra a beast, but Darting breath is a skill that could actually happen IMO but activate on enemy phase. As for Astra, I got a bit carried away, but it adds damage added each time for a max of +15 only to her special if I didn’t make that clear. As in +11, +12 and so on so it doesn’t stack. I might make her special 3 or 4 cooldown instead and nerf it, but I enjoyed making this unit

Legendary Ayra: Goddess of Astra (Fire-Spd)
Red/Colorless Infantry Sword Unit
Moveset:
Weapon: True Ayra´s Blade 16 MT (Exclusive) (Atk/Spd +3. Special Cooldown Charge +1 per attack.) (Refine Hp+5, all other stats +2) Maybe DC Effect.
(Second idea: Atk/Spd +4. DC Refine with Hp +5. Special Cooldown charge +1 if Units Sped - foes speed ≥ 1per attack)
Assist: None
Special: Divine Astra (2) (Boosts damage dealt by 50% of units speed, taking in combat buffs into account) (Not inheritable)
A-Skill: Darting Blow 4 (Spd +8)
B-Skill: Flash Astra (If unit initiates Combat with Hp ≤ 75% immediatly makes a follow up attack. Disables all attack order skills of foe on either phase and adds +2 True Special Damage per Special Activation for a max of +10) (Not inheritable)
C-Skill: None
Hp 43 (Superbane)
Atk 33
Spd 40 (Superboon)
Def 31
Res 22
Just a thought, i can discard the Weapon refine and make the B-skill If foes Speed - Units speed over-equal 5/1 for the desperation effect. Divine Astra looks like Regnal Astra but with gold instead of the purple. Ayra should also have a Combat Skirt.
