Klein isn't fast enough to do a Quad Build anyway so his speed is mostly ignorable and all that really matters is Attack. His base set is pretty perfect already except maybe switch Glacies for Moonbow or Luna but other than that, he's fine.
Ephraim, it depends. There's a lot of different builds for him. +Attack is definitely his best IV so you're lucky you got that. Some people like to run quick reposte on him with fury and make him a hybrid offensive Support unit but with the new brash assault seal, I've also seen builds that have him with Desperation and fury. It's really up to you what you want to do, but most of the time he won't even be attacking since he needs to rally/make sure he's positioned in the best spot to buff his allies.
There is no stat on Reinhardt that matters other than Attack. Reinhardt surviving a hit on enemy phase is almost unheard of so you don't have much to worry about (I have +Defense and even with 30 defense and a Fortify Cavalry, he ain't surviving much). Slap DB3 on him and watch him work.
