You're lucky, -Atk isn't as bad as -Spd and you got a +Spd one, so those are pretty ok IVs. Give her Fury/LnD/Death Blow and either Desperation with LnD or a blue breaker skill (Lance/B Tome) with Fury/DB and keep Res Tactic since you will have her on a mixed emblem team. Give her Moonbow and an Attack+3 SS or if you want to go full speed Speed+3.
