Kagero v. NY! Takumi: Who Gets the Attack Seal

I'm trying to run a team that has both kagero and takumi on it. The Kagero is +Atk -Def while the Takumi is +Def -Atk. My question is who should I put the attack +3 seal on? Takumi would need it to patch up his attack bane and allow him to reach 50 atk with L&D 2, While Kagero almost always needs the attack seal to put in work with poison dagger. Who should the seal go on and what sets should I run for them. Thank you in advance.
