Pretty sure those are one of the worst IVs for alm.
Though if you really like alm that much the only other thing that alm is good for besides skill fodder is hoping to pull another one to merge with.

I guess you could build him as a renewal + ardent sacrifice/reciprocal aid healer in the mean time.

It's really unfortunate, but you can try the phantom speed seal with him and give him fury to raise his defenses as well. He will not be a unit that will carry your teams, but he can take safe kills against weak characters and characters that he can safely hit thanks to windsweep. He won't be very strong, but you might find a team where he shines. Maybe a team with a chip damage dagger user (poison strike + savage blow) and a magic tank like Fae to cover Alm's biggest weakness?

Or you can scrap the windsweep idea and just do the renweal build with reciprocal aid to make him an offensive healer.
