Joshua vs. Marisa refinement

Could somebody care to explain why people expect Joshua to get an refinement before Marisa? I've read this multiple times over the last months and I just can't understand it.
Joshua has a prf weapon, which I find very nice already. Not op but nice.
Marisa doesn't. Nothing unique, nothing strong enough to make here competitive. And she even has a prf weapon in the game: Shamshir. If I remember correctly she has it all the time unlike Joshua.

Furthermore, do you expect refinements for grail heroes anytime soon? I am torn whether opening this hero pool to merging will hinder refinements being released for them or whether IS will give it to us to increase the pressure on AR as many people have a favourite unit among them.

Llyod already has one, so I'm sure the older ones will get refines sooner or later. Can't say for Joshua and Marisa. Gen 2 heroes haven't had any refinements. We'll probably see that after Gen 1 refinements are done, whenever that is.

Well Joshua already has a weapon that is kinda lacking. That alone increases his chances.

Just look at Tana and Innes. They both had passable weapons that needed a boost, so they got a refine.

You mean he just needs an upgrade whereas Marisa needs a new designed weapon? Ok that makes sense finally haha
