If you don't want to invest too many resources in him you can build as dedicated counter for AA, refine his lance for either def or res, give him TA in A slot and qr, this way he should be able to deal with red dragons and swords, otherwise go with swordbreaker to deal better with swords

If you really care about the tier list or don't really care for him, then I would just fodder him to someone else. However, if you like him or you are new to the game, keep him. Jagen has really good res, so you can build him to be a mage tank. Any hero can be good with the investment, even though Jagen's pretty low on the tier list.
