Ishtar merge

So I was fortunate enough tohqve pulled 2 Ishtars. One has great IVs, the other not. Im wondering whether I should merge her, or fpdderher for Odd attack wave or something.

Odd Attack Wave is an amazing C skill for offensive units since it allows them to both buff themselves and allies. Keep her for fooder.
