Innes Refine?

Oh damn that's a nice Innes.
I think swift sparrow is a great pick if you want to focus on the refine effect.

The main thing I'd change is the B skill. He doesn't need desperation all that much. If you have it, special spiral is a good option.

For more budget, swordbreaker can allow him to cover a little more ground outside mages and dragons

Finally wings of mercy or escape route can help combining his owl effect and his refine effect. Though I'd give him fury if you go with escape route.

I'd consider running fury in A slot and either spd ploy or flashing blade as seal. Desperation is decent if you use fury, as you can get into range just by attacking mages/dragons, otherwise special spiral is always a good choice. Moonbow becomes a very good choice with flashing blade, but it may become hard to proc flashing blade without buffs from teammates.
