Inherit Refined Weapons

I just saw in the arena a Corrin (F) with a refined Lightning Breath+ (+Def). How do you inherit refined weapons? Whenever I've tried, it always says that that skill can only be used by its original unit.

Do you have to inherit the non-upgraded version, then refine it on the new character?

Galaxia for further question. Are you able to inherit refined weapons via merging? For example, Merging a Poor IV Nowi with Lightning Breath Refined Atk to Stock Better IV 5* Nowi. Will Stock Nowi inherit the Refined Lightning Breath? Thanks for any info.
