"I'm Siegbert!" "No I'M Siegbert!"

I pulled two Siegberts instead of Ike in the legendary banner, one of them is +Spd -Atk and thr other one is neutral. Oh well, now I'd like to know how to invest in them. Should I use the +Spd -Atk one or the neutral one? And what to do with the spare Siegbert? Thanks in advance.

Unless you have a use for his tactic skill in another unit, it's better to merge him. His kit wants him to preserve his offensive spread as much as possible so you should stick with the neutral one. He should be able to double most units anyway with hone cavalry but should not come at the expense of damage output.

Well the thing now is that the +Spd -Atk Siegbert is offensively better than the neutral one. The only cases where the neutral one is better are when he has swift sparrow equipped, when he's highly merged or when he has the hone cavalry buff applied. However, I have only gotten like two Gunthers since last Spring or at least after I realized that Horse Emblem was an option. So when I want to give Siegbert the hone cav buff I need to take my Xander/Priscilla, who has the hone cav buff inherited, and it often just doesn't add up.
Still, the calculations I did to determine which Siegbert is better are only based on his first initiate attack, so it doesn't show how they perform long-term.
