I'm a little torn

On if I should fodder my extra copy of Summer Linde to give Halloween Kagero the Starfish?

The only dagger units I currently use Festival Elincia, Sothe, Felicia, Summer Linde, Spring Kagero, and now Halloween Kagero. And Halloween Kagero might actually be my favorite armor because of the 2 range, but I also don't really like using armors often to begin with.

Desperation + Brash Assault / Bold Fighter is a really powerful combo, and I'd say that it's worth giving up your extra copy of Sum!Linde for it. (Though, you might want to switch your Special from Glacies to Moonbow just so she can proc it every round of combat.)

Alternatively, you could try Barb Shuriken + Glacies if you really don't want to fodder off Sum!Linde. It's cheaper in the sense that it comes from Kaze, and H!Kagero's guaranteed to proc it every fight she initiates unless the enemy runs Guard. However, it does require that Kagero takes a hit, but I think she'll be able to tank just fine (as long as the enemy isn't Red) because of her high Def / Res.

Something else you can try is running Brazen Atk/Res in the seal slot if you have Guidance or Armor March support from the team. In Desperation range, she's going to have +13 Atk in-combat buff, on top of the Even Atk Wave visible buff, on top of being able to double, on top of the (nearly) guaranteed Moonbow proc! At that point, almost anything she looks at funny is going to die.

I've certainly thought about it. But I'm also only at like 16-17k score in the TT so I don't have the seal yet though. But I will tomorrow after the 2 bonus score runs.

And the other thing I've considered is replacing the Wave with something like Def Ploy. Especially given how a mixed team with Guidance could provide Atk Tactics. Like how I've already given my Halloween Mia Atk Tactics.

That's a pretty good idea, I think. There's very little that she isn't going to hit with the Def Ploy off of her 39 Res. The very few she can't Ploy, such as the likes of squishy Mages or Flora, she's probably going to one-shot or one-round anyway while taking little in retaliation.

Fodder
It is arguably better, and it means she can fire off a 3 turn special without retaliation and every combat... imagine the iceberg damage... or draconic aura
