If you can only pick one: Dazzling or Wrathful?
I have a 5* Priscilla I want to use on a cavalry team, but I don't have access to the B Skill Wrathful Staff. So when I upgrade my Priscilla's weapon (Panic+, because I don't have Gravity+ or Slow+, and while I have Fear+, I've already invested so much in the 5* Sakura I got a few months ago that I don't want to give her up), is Dazzling or Wrathful more important to have?
edit: Thanks for the input, everybody! I think Dazzling sounds like the way to go for her weapon in the long term, in case I pull a Genny or something.

By and large, it depends on the role Priscilla would need to fulfill in cavalry team. If you want an auxiliary damage dealer, then Wrathful is the way to go. If you prefer debuffs and would not want retaliatory damage, and to just leave the dirty work to your other ponies, dazzling is right up your alley. I use a similar setup for my cavalry team myself: Priscilla debuffs foes unscathed, then gets Repositioned out of the way, clearing the lane for my other characters (Xander and Camus fit the bill here nicely).

Hello, cleric and Priscilla enthusiast here! I'd say it would depend on what her purpose is! Panic+ is most useful for wrecking teams like horse emblem, and distant counter isnt too popular on them, so wrathful can be good if you're confident in her atk stat, but dazzling is also very useful if you're afraid of Cecilia and her raven tome.
If you have a spare Camilla, Lucius, or Azama though, you can make a VERY fun build i like to use on my Genny. You'd give Priscilla dazzling pain+, savage blow 3, as well as the savage blow seal. This would allow her to do MASSIVE amounts of damage to many units at once, even if she cant kill them. It then lets the rest of you team easily pick off the dying foes

That Savage Blow build certainly sounds fun. I saw a Clarisse in the arena once with essentially that build, and it had me shook. I'm working on my own Clarisse with that build, but never would've thought to put it on a healer. I'll consider it next time I've got enough feathers!

In this case, it doesn’t really matter what IVs you have long term; sure, you can go wrathful refinement, but the only unit who has dazzling staff right now is Bridal Lyn, a limited unit who may never come back again. Genny is a unit you can find on normal banners no matter what, so in the long term, Dazzling staff will be better as a refinement unless someone who isn’t a limited release unit gets that skill.
