He would be on a horse... again and if he's blue, he'll probably hold Rex Hasta. A possible prf skill would be:

Pherae's March - At the start of each turn, all allies within two spaces can move one extra space. Granted only if number of those allies' movement types on current team ≤ 2. (That turn only. Does not stack.)

Essential an Armor March that works like a tactic, even bypassing forest restrictions (not on cavalry); and yes, makes cavalry move four spaces...

It's a good one. We don't want him to be added to an ever increasing pool of red. At least as a blue unit, he would likely be taken more into consideration, especially with interesting effects like those.

You don't want to increase movement of cavalry units, imagine Rienhart or WT! Olwen with 5 spaces reach, that would be terrible....

I know what tactic is and how it's functions, but even one horse can be absurdly dangerous, that's why I don't like idea.
I wouldn't said that, sometimes it is nice to have two units with same color, anyway you can have WT!Olwen with tactic buffs and that would be a nightmare. I don't think many units can tank her.

I like the idea of Pherae's march, although improving mobility like this can become really overpowered. A different take (and probably even more annyoing to play against) would be, if said cavalry unit had a unique skill, that allows unobstructed movement through forests and trenches.

A slight modification for balancing would be to allow armour to traverse 2 spaces and horses through forests

I'd change it so that it gives extra movement to armors while letting infantry and cavaliers ignore terrain.
And of course the mixed team requirement
